With reference to paragraph 2 of your Despatch
Treas No. 140 of the 21st. May and to your further Despatch No. 156 of the 18044 31st. Lay, I am advised that it will be sufficient to cut out the
2nd. paragraph of section 4 of Ordinance No. 65 of 1911 in the general revision of the Hongkong Ordinances now being carried out
by Mr. Alabaster.

I enclose copies of letters dated the 26th. June and 7th. July which have passed between the Colonial Secretary and the lianager of the Mercantile Bank of India on this subject.
